Dave is a champion for education, living-wage jobs, and our environment. He has dedicated his career to creating opportunities for veterans, first-generation students, displaced homemakers, LGBTQ, and non-traditional students.


Dave also understands the importance of K-12 public education and works closely with schools throughout the 10th District to ensure our students are prepared for the jobs of tomorrow. In the 2020 session, he sponsored a bi-partisan bill that established a Running Start summer school pilot project that will allow students to graduate from college earlier and with less debt (House Bill 2864)


At Skagit Valley College, Dave oversaw the expansion of support for veteran students. This session he sponsored two bills to support veteran students and their families by increasing access to education opportunities. These bills grant in-state tuition for military personnel and their children as they transition from to civilian life (House Bill 2543), and ensure all military personnel who earned a campaign badge or campaign medal will receive full retirement benefits from the state of Washington (House Bill 2544)


Here is a quick update on some of the investments that Dave helped secure for our community in 2020.


  • $972,000 for upgrades to Wiley Slough to improve flood protection systems in the Skagit wildlife area

  • Over $300,000 for the Anacortes Family Center to improve childcare and housing affordability programs for our community

  • $200,000 for the Port Susan Trail project to improve recreational opportunities and promote tourism and economic vitality in Stanwood and Camano Island


These are in addition to the work done in 2019, including:


  • Over $1 million for projects in Oak Harbor, including critical funding for the Boys & Girls Club, new athletic fields, and improvements to the city's marina

  • $1 million for Ebey’s Landing National Historical Reserve to protect historic structures within the Reserve

  • $1 million for upgrades to Skagit County’s emergency communication system to improve public safety and better protect first responders
